Andrew Niemi

Principal Engineer & Owner

Andrew was born in the great state of Alaska and grew up along the Columbia River in northwest Oregon. After graduating from Clatskanie High School, he received a Mechanical Engineering degree from Oregon State University and later became licensed in the structural branch of Civil Engineering. Realizing the value of working within his own rural community, he started Lower Columbia Engineering in 2001. He takes a practical approach to design that finds the balance between code requirements and common sense. Andrew understands the complex requirements for design, planning, and permitting in various juridictions. He holds licenses in California, Idaho, Montana, Oregon and Washington. When not at work, Andrew prefers to be in the mountains or on a river with family and friends.


Kristin Niemi

Designer, Drafter & Owner

Kristin graduated from Oregon State University in 1997 then went on to earn her Master’s degree from University of Portland in 1999. When Andrew started Lower Columbia Engineering in 2001 Kristin managed the company’s books until the company and their family grew too busy for her to manage both. After several years of staying at home with their three daughters, Kristin returned to work in 2015. In her free time, Kristin enjoys spending time with her family, reading, and knitting.


Marla Farmer

Office Manager & Bookkeeper

Marla has been with Lower Columbia Engineering since 2011. She grew up in North Plains, Oregon and moved to St. Helens when she and her husband married in 1997. They have two children and a dog. When not at work, she enjoys spending time with her family and friends, scrap-booking, and helping at school functions.  

Carl Bean


Carl has lived in the Northwest most of his life and graduated from the University of Oregon with a Bachelor of Architecture degree. He is a licensed architect in Oregon, Washington, and California. In his free time, Carl enjoys traveling the Northwest with his family. 


Kyle Hannon

Project Engineer

Kyle grew up in Hillsboro, Oregon and graduated from Oregon State University in 2010 with a B.S. degree in Civil Engineering, focusing on structures. He is experienced with structural analysis of both new construction and existing buildings. His expertise includes steel, wood, & masonry structures, foundation design, tidal habitat restoration, and levee system analysis. Kyle understands the design and permitting process and uses a common sense approach to ensure that projects are completed in a timely and cost effective manner. He received his Professional Engineering license in the spring of 2015. As one of the engineers at LCE, his responsibilities include performing a majority of structural analysis. Outside from work, Kyle enjoys spending time with his family and friends and being outdoors.


Carleen Thomas

Residential Designer & Drafter

Carleen has lived in Oregon all of her life. First growing up in the juniper air of Central Oregon then raising three children on a farm in Columbia County. When some were lining the feathers of their empty nest, Carleen went back to school and achieved her degree in Design & Drafting. She then designed her own dream farm house and large rose garden overlooking the Columbia River. She started working for Lower Columbia Engineering in 2005. These days she keeps busy with seven grandchildren, gardening, chickens, and continuing to explore the sights and treasures of her beloved Oregon.


Mandi Jenks

Project Manager & Interior Designer

Mandi has lived in Oregon since 2012. She graduated from the University of Nevada with a B.S. in Architecture with a concentration in Interior Architecture & Design. She's energetic and an eager professional, with a diverse background in Hospitality, Residential, and Commercial Interior Design. She joined LCE in 2018 where she is the project manager and contributes to designing and drafting. Outside of the office, Mandi enjoys practicing and teaching yoga; she is an accomplished local artist and loves to spend her time exploring the NW outdoors, traveling, both domestically and internationally.



Tyler Joki

Restoration Project Manager

Tyler was born in Portland, Oregon and has lived all over the state. After high school, he joined the United States Marine Corps and served four years as a Combat Engineer with two deployments. He then joined the U.S. Coast Guard Reserves out of Portland as a Marine Science Technician focusing on pollution investigation and clean-up; he was on the front lines of the Deepwater Horizon Gulf Oil Spill. He received his B.S. in Biology from Portland State University along with a Graduate Certificate in River Restoration in 2007 and completed his M.S. Biology Coursework and Research in 2009. Before joining LCE, he worked for seven years overseeing the development and implementation of stream, tidal, and wetland restoration projects for Columbia SWCD. Tyler has a solid understanding of grant funding requirements and success in guiding multiple projects through design and implementation. He loves the outdoors and can usually be found camping, hiking with family and friends, or paddling in Scappoose Bay.  


Brett Kahr 

Graphics Specialist

Brett is a native of Columbia County, growing up in Rainier and Clatskanie respectively and was in the same graduating class from Clatskanie High School as Andrew Niemi, the owner of LCE. Brett has worked for several architectural firms in the Portland area over the past 25 years on a variety of project types including multi-family residential, wireless telecommunications, and mausoleums. Looking to change the focus of his work and expand his skill base, he returned to school and has since graduated in 2016 from The Art Institute of Portland with a Bachelor of Fine Arts in Media Arts and Animation. Brett’s an avid video gamer and fan of film and television. He has two adult daughters who are talented digital artists and photographers as well as sharing his same love of video games and animation.

AJ Jennings

IT Administrator

AJ grew up in St. Helens where he graduated from St. Helens High School in 2019. He is attending Oregon State University working on his B.S. in Computer & Electrical Engineering. In his free time, AJ enjoys tinkering on his car or his computer, working with electronics, and spending time with family.

Corey Washburn

Engineering Intern

Corey graduated from St. Helen's in 2017, and is now pursuing a degree in Aeronautical engineering at Embry-Riddle in Arizona, when Corey graduates he will commission into the US Air Force. In his free time, Corey enjoys climbing, and working on his jeep.

Lillianna Shriver

Engineering Intern

Lilli graduated as Salutatorian from St. Helens High School in 2017. She is currently studying Ecological Engineering at Oregon State University. She is a proud member of Phi Sigma Rho, the engineering sorority at OSU. In her free time, she loves to adventure with her nieces and nephews, kayak, read, and paint.
