Andrew Niemi

Principal Engineer & Owner

Andrew was born in the great state of Alaska and grew up along the Columbia River in northwest Oregon. After graduating from Clatskanie High School he received a Mechanical Engineering degree from Oregon State University and later became licensed in the structural branch of Civil Engineering. Realizing the value of working within his own rural community, he started Lower Columbia Engineering in 2001. When not at work, Andrew prefers to be in the mountains or on a river with family and friends.

Kyle Hannon

Project Engineer

Kyle grew up in Hillsboro and graduated from Oregon State University in 2010 with a B.S. Degree in Civil Engineering, with a focus in structures. As one of the engineers, his responsibilities include performing a majority of the structural analysis in our office. He received his PE license in the spring of 2015. Away from work, Kyle enjoys spending time with his family and friends, and watching and playing sports.

Carl Bean


Carl has lived in the Northwest most of his life and graduated from the University of Oregon with a Bachelor of Architecture degree. He is a licensed architect in Oregon, Washington and California. In his free time, Carl enjoys spending time with his family traveling the Northwest. 


Carleen Thomas

Designer & Drafter

I have lived in Oregon all my life and started working for Lower Columbia Engineering in 2005. I have 3 wonderful children and 6 darling grand-daughters. I enjoy gardening, collecting old roses, chickens, good coffee and great friends.

Matt Alexander

Designer & Drafter

Matt spent half of his childhood in the northeast neighborhood of Portland and the other half in rural Columbia County. He attended Cal Poly San Luis Obispo where he studied architecture and body boarding. Missing the Northwest, he returned in 2008 and has been working in the building industry ever since. He also enjoys traveling and becoming acquainted with new cultures. 

Tyler Joki

Restoration Project Manager

Tyler was born in Portland, Oregon and has lived all over the State of Oregon. After High School he joined the United States Marine Corps and served four years as a Combat Engineer with two deployments. He then joined the U.S. Coast Guard Reserves out of Portland as a Marine Science Technician focusing on pollution investigation and clean-up and was on the front lines of the Deepwater Horizon Gulf Oil Spill. He received his B.S. in Biology from Portland State University along with a Graduate Certificate in River Restoration in 2007 and completed his M.S. Biology Coursework and Research in 2009. He worked previously for 7 years overseeing the development and implementation of stream, tidal and wetland restoration projects for Columbia SWCD. Tyler loves the outdoors and can usually be found camping, hiking with family and friends, or paddling in Scappoose Bay.  

Jason Kelley

Restoration Specialist

Jason works on river, wetland, and forestry related projects at LCE.  He is currently completing a graduate degree in Water Resource Engineering at Oregon State.  Jason enjoys tackling challenging problems in farming, forestry, and natural resource management.  In his free time, he works on his family's rural property in Corvallis, and occasionally builds guitars on the side.

Marla Farmer

Office Manager & Bookkeeper

Marla has been with Lower Columbia Engineering since 2011. She grew up in North Plains, Oregon & moved to St Helens when she & her husband were married in 1997. They have 2 kids and a dog. When not at work she enjoys spending time with her family and friends, scrapbooking and helping at school functions.  

Mason Reardon 

Engineering Intern

Mason has lived in Scappoose, Oregon his whole life. He graduated from Scappoose High School in 2016 and is planning on joining the U.S. Air Force in January 2018. Mason enjoys hanging out with friends and family as well as doing just about anything outdoors.  

Garth Naillon 

Engineering Intern

Garth was raised in St Helens, where he is recently graduated from St Helens High School. He is currently attending BYU to pursue a career as an electrical or mechanical engineer. In his spare time, he enjoys being outdoors and spending time with his family.

Hanna Opdahl

Engineering Intern

I grew up in the Pacific Northwest and graduated from St Helens High School in 2013. After high school, I served as a missionary in Peru for 18 months and came to love the people, language and cuisine. Currently, I am studying Civil Engineering at Brigham Young University with an emphasis in structures. Whenever I have free time, I enjoy playing tennis, gardening, exploring the outdoors, trying new recipes and spending time with my family.
